It is a "hero" arm with metal fittings in the front. Very cool. 
I think the price is a bit on the high side, buit then again you don't see these every day. Alec

Borg "Hero" arm for sale on Screen Used
If you haven't been to Screen Used Props, you should check it out regularly. Jeff and Desi are two of the good guys in props and they have a great web site.
Now they have a Borg arm from Star Trek.
It is a "hero" arm with metal fittings in the front. Very cool.
